OK, VirtNet.exe supports 64-bit Windows Vista and Windows XP. That means the error I posted in my comment is not a bug in Windows. The problem here is that VirtNet.exe is 64-bit, but your Windows is 32-bit.

For a workaround, install an old version of the VirtNet driver. Open the VHD file and choose "Windows 7" in the "Compatibility settings" menu.

If you are using a 64-bit operating system, install VirtNet 64-bit drivers.
Windows 10 64-bit has a built-in 64-bit VirtNet. If you have a 64-bit computer, it might be a good idea to update it to Windows 10 (64-bit) anyway.
